    On page 2, by striking out the enaction section and inserting in lieu thereof, the following:

    “That §6-9-7 and §6-9-9a of the Code of West Virginia, 1931, as amended, be amended and reenacted, all to read as follows:”

    And,

    On pages 12, section 9b, lines 1 thru 3, and on page 13, section 9b, lines 4 thru 11, by striking out Section 9b in its entirety.
